Spring Lake, NC Plans to Rejoin the Union

For years, Spring Lake police officers have issued citations for parking, noise and other violations without giving people a chance to appeal.

Government and legal experts say failing to provide that appeals process is against the law, and Spring Lake officials say they are looking at making changes.

Questions about the appeals process surfaced recently in a controversy between the town and ice cream vendor Dwight Bell.

Bell complained that police cited him Dec. 21 with disturbing the peace after a resident complained about his ice cream jingle.

Bell said he asked if he could appeal the ticket but got blank stares and confusion from police.

“I’ve never heard of any situation without some way to appeal,” said Bell, who went before town leaders last month to complain. “I kept asking who do I appeal this to and they had no answer.”

Are you freakin’ kidding me? The article says that this has been going on since 1995. That entire town is in desperate need of a remedial course on American history and constitutional rights.
